[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%97%A5%E5%89%8D][u]日前[/u][/url]，一向低调的鹰联[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]董事长李继宁接受了《中国经济周刊》的专访，这也是他[url=http://www.5ene.com/s?cl=1&t=6&ct=%E9%A6%96%E6%AC%A1][u]首次[/u][/url]接受公众媒体专访。
最先捕捉航空商机
早在2003年，民航世家出身，已经在IT业等[url=http://www.5ene.com/s?cl=1&t=6&ct=%E9%A2%86%E5%9F%9F][u]领域[/u][/url]发展成果斐然的李继宁，就敏锐地捕捉到了潜力巨大的[url=http://www.5ene.com/s?cl=1&t=6&ct=%E4%B8%AD%E5%9B%BD%E6%B0%91%E8%88%AA][u]中国民航[/u][/url]市场先机，预感到允许民间资本进入和[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%B0%91%E8%90%A5][u]民营[/u][/url][url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]的产生只是时间问题。而从国际市场看，以低成本运作的美国西南[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]已创下了连续33年盈利的先例。[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%BF%99%E5%AE%B6][u]这家[/u][/url]当年被称作“沿着地板缝爬行的蟑螂”[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%B0%91%E8%90%A5][u]民营[/u][/url][url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]，给李继宁带来了更多的决心和信心。他开始着手调查研究中国航空市场。
2004年2月，李继宁的努力获得了回报，他首先获准组建[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%88%91%E5%9B%BD][u]我国[/u][/url]第一个[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%B0%91%E8%90%A5][u]民营[/u][/url][url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]。2004年6月，鹰联航空在四川省[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%88%90%E9%83%BD%E5%B8%82][u]成都市[/u][/url]完成了工商注册，[url=http://www.5ene.com/s?cl=1&t=6&ct=%E7%94%B3%E8%AF%B7][u]申请[/u][/url]了客运和货运两张牌照。注册资金8000万元人民币，李继宁是控股大股东。注册地点是[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%8F%8C%E6%B5%81][u]双流[/u][/url][url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%9B%BD%E9%99%85%E6%9C%BA%E5%9C%BA][u]国际机场[/u][/url]。在通过了手续、规章、部门要求、飞行员、维修、运控等等一系列国家法定的检验审定后，2005年7月，鹰联航空开始正式对外营业。公司设在了[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%8F%8C%E6%B5%81][u]双流[/u][/url]机场对面的中国航空器材公司西南[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%88%86%E5%85%AC%E5%8F%B8][u]分公司[/u][/url]大厦的二楼，蓝色的“鹰联航空”招牌跟外面的蓝天一样颜色。
“首先是客观存在的市场空间巨大，加上政策允许，再加上投资者的决心和勇气”，李继宁这样解释获批成功的[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%8E%9F%E5%9B%A0][u]原因[/u][/url]。“因为投资民航不是个简单的投资项目，而是一个综合性很强，社会责任感很重的产业[url=http://www.5ene.com/s?cl=1&t=6&ct=%E9%A2%86%E5%9F%9F][u]领域[/u][/url]，如[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%AE%89%E5%85%A8][u]安全[/u][/url]、服务、技术、人才、资金等等都需要系统设计和考虑，因此投资这一[url=http://www.5ene.com/s?cl=1&t=6&ct=%E9%A2%86%E5%9F%9F][u]领域[/u][/url]我们非常认真和谨慎，并且充满信心。”
架构高层精英团队
鹰联航空开业初始，[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%9D%8E%E7%BB%A7%E5%AE%81%E4%BB%8E][u]李继宁从[/u][/url]长期战略发展角度考虑，要将其打造成“起步台阶高、水平高、与国际接轨快、经营管理水准向国内外优秀企业看齐”的[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]。“航空业是高投入高风险的行业，我们的注册资金是8000万，但目前的投资已经上亿，这样就意味着两种可能：高回报和高亏损。作为投资者当然希望高回报，所以需要长期的战略布局，而非短期行为。”他把鹰联定位在“做立足西部地区的支线[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]”。
从公司[url=http://www.5ene.com/s?cl=1&t=6&ct=%E7%AD%B9%E5%A4%87][u]筹备[/u][/url]伊始到首航成功，李继宁为实现他心中的“梦”一路狂奔。
首先是可行性判断。虽然李继宁之前从事的是通讯、IT等一些跟航空业关联性不大的行业，但他认为，没从事过这行，但不等于不能投资。[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]是所有者跟运营者高度分离的，李继宁认为他自己是投资者，并不是经营管理者。投资者的天职是捕捉机会，而投资后的经营，就要找专业人士来管理。鹰联航空前期[url=http://www.5ene.com/s?cl=1&t=6&ct=%E7%AD%B9%E5%A4%87][u]筹备[/u][/url]中，先后分别邀请了汉莎和国内专业院校的专家对国内航空市场和公司定位进行了科学详尽的可行性调研分析，提出了切实可行的系统的判研报告，为公司起步提供了准确坚实的市场定位和基石。
然后是基地选择。李继宁说，鹰联之所以选择成都作为基地，首先是看好西部大开发所带来的巨大市场潜力，成都在西部大开发中具有重要战略地位；其次，公司在最初考虑基地定位时，就把眼光放在了那些中等的、有潜力的、有发展趋势的城市。“成都的经济活跃、旅游发达，省市政府招商引资理念新、投资环境好，都比较适合我们在这里发展，同时[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%8F%8C%E6%B5%81][u]双流[/u][/url]机场也是中国的四大机场之一。”这些理由，促使了李继宁得以运筹帷幄，决胜千里。
其次是团队架构。鹰联高层团队架构的特点是中外精英荟萃，既有国内一流专家，也有海外资深人士。在董事会中，就有三位外籍人士，如张松光博士，现任鹰联副董事长，此前系新加坡[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]总裁，1999年被誉为“全球杰出的首席执行官”、1998年被《财富》杂志评为“亚洲地区商业人物”；再如公司执行总裁祝凯女士，此前系美国西北[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]首位华裔女性高管人员。建立这种团队架构的目的，就是“希望一起步就是中西结合，把国外的先进理念和做法带进来，从一开始就不走弯路，作为这样一个企业，经不住走弯路，经不住折腾。”
航线和机型也是李继宁考虑的重要因素。鹰联以国内二类航线为主考虑设计航线，“这是基于北京、上海、广州等航线尽管客源多，但是航班密度大，竞争也更加激烈。”经过民航总局[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%89%B9%E5%87%86][u]批准[/u][/url]，鹰联航空的首批航线为成都-[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%B7%B1%E5%9C%B3][u]深圳[/u][/url]、成都-长沙-杭州两条航线。今后鹰联航空拟开通的航线还包括成都至乌鲁木齐、昆明、九寨沟等近20条，国际航线的开辟也已经纳入鹰联视线。在机型选择上，鹰联选择目前国际公认最成熟的[url=http://www.5ene.com/s?cl=1&t=6&ct=%E7%A9%BA%E5%AE%A2][u]空客[/u][/url]320系列。
在经营模式上，鹰联选择目前国际最成功的曾经是“蟑螂”的美国西南公司的“低成本运作”模式。李继宁还在其基础上形成了具有自身特点的经营模式：单一机型、点对点飞行、部分服务外包加上精致的人性化的服务，如配餐的精美和特色等。“在目前中国还不能完全做到低成本的降价服务。因为在中国，一方面[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%9D%90%E9%A3%9E%E6%9C%BA][u]坐飞机[/u][/url]的人还不多，还是个享受型的业态，不像美国已经完全视其为简单的交通方式；另一方面，中国更讲人性化和个性化服务。所以我们要研究可变成本，可变的才能变，在服务上才能体现质量和效益。”
当谈到当前比较热门的“廉价航空”话题时，李继宁认为，“低成本不是廉价，因为廉价不符合中国国情，但是纯粹的低成本也不行，也同样不符合中国国情。所以我们要把中外优秀模式吸收进来，做成优秀的[url=http://www.5ene.com/s?cl=1&t=6&ct=%E8%88%AA%E7%A9%BA%E5%85%AC%E5%8F%B8][u]航空公司[/u][/url]。”
鹰联确定票价的原则是“随行就市”，所以也就无所谓“廉价”与否。“廉价航空不能低于亏损线，因为赢利是公司的长远战略目标，其次在这一过程中才研究各种具体策略和手段。中国有中国市场的特点，首先是要有需求，市场有需求，企业就会发展。”
谋求资本扩张之路
“社会责任”、“公众服务意识”是李继宁话语中[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%87%BA%E7%8E%B0][u]出现[/u][/url]频率最多的词句。针对目前激烈的市场竞争，他认为，竞争在各个行业中都客观普遍存在，对此不能掉以轻心。但是作为一个航空企业，“更主要的是投资者的社会公众服务意识、责任感。[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%AE%89%E5%85%A8][u]安全[/u][/url]航行、[url=http://www.5ene.com/s?cl=1&t=6&ct=%E6%AD%A3%E7%82%B9][u]正点[/u][/url]到达是第一位的，比什么都要紧，对此我们提到了企业社会责任感的高度来认识。”
首航前，李继宁的心情起伏颇大：首架飞机到位―预示鹰联正式成为航空企业；签定[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%AE%89%E5%85%A8][u]安全[/u][/url]责任书―深感[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%AE%89%E5%85%A8][u]安全[/u][/url]责任重大；第一张票售出―深感社会责任重大；首航―预示着新的挑战到来，企业将直接面向市场、公众、服务……总之，李继宁认为，尽管在初期，企业内外部还都需要与市场接轨和磨合，迅速适应市场竞争形势，但“希望企业[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%AE%89%E5%85%A8][u]安全[/u][/url]健康发展，一直是我不变的宗旨。”
谈及今后五年鹰联的发展目标，李继宁谈到了他和企业的设想：机队规模逐步扩张―飞机以3到4架的速度逐年递增，与之相适应，飞行员与地面维修人员和能力也要扩大并提高；航线逐步扩大，条件成熟时将开辟国际航线等。而最终的目标是争取企业到一定规模时能够赢利上市，“上市地点根据当时资本市场选择确定，这也是国内外企业上[url=http://www.5ene.com/s?cl=1&t=6&ct=%E5%B8%82%E7%9A%84][u]市的[/u][/url]惯例”。为此，鹰联目前也正在办理中外合资手续，启动与企业发展目标相适应的融资计划，“这个过程大约是3到5个月。”李继宁[url=http://www.5ene.com/s?cl=1&t=6&ct=%E9%80%8F%E9%9C%B2][u]透露[/u][/url]。

Industrial Bank promotes green credit program
China's Industrial Bank has decided to adopt the "Equator Principles," the first Chinese financial institution to do so, to promote the country's green credit program.
The principles are a voluntary set of guidelines, which require signatory banks to consider environmental and social issues when financing development projects.
The new move will have positive impacts on the sustainable development of the bank in the long term, according to the bank president Li Renjie.
He said the bank would optimize credit procedures and related systems within a year in accordance with the Equator Principles.
International Finance Corp (IFC), a funding arm of the World Bank and the initiator of the principal, said the Industrial Bank's move marked a breakthrough in the development of green banking in China, which promoted the development of innovative products to support energy efficiency for small and medium enterprises.
The bank, in which Hong Kong's Hang Seng Bank holds a 12.78 percent stake, has been a leader in extending loans to support emission reduction and energy saving programs in China. The bank had loaned some 2.8 billion yuan ($4.12 billion ) for related projects through September.
Those initiatives were designed to save 3.35 million tonnes of standard coal and eliminate 10.82 million tonnes of carbon dioxide emissions annually.
China has promised to cut its energy consumption per unit of GDP by 20 percent and major pollutant emission by 10 percent by 2010.
China's commercial banks have been told not to offer loans to high-energy consuming and polluting enterprises.
