什么是VOC认证、VOC认证流程
[table=95%][tr][td][font=宋体][size=11pt]对外贸易方面伊朗始终执行的是自我保护的贸易政策，除关税外，进口实行申请许可证制度，外汇进行管制，还有其他一些相关的规定。近一年来，对进口商品逐步实施提供标准和检验报告的制度。[/size][/font]
[font=宋体][size=11pt] 伊朗规定对进口工业产品的进口商在开证和报关时，必须事先履行如下手续：[/size][/font][size=11pt][font=Times New Roman]
[/font][/size][font=宋体][size=11pt] 进口的货物必须以书面形式（形式发票）登记货物的技术规格和标准号码，然后由伊朗工业部确认。提交的进口许可证必须含有伊朗工业标准协会（[/size][/font][size=11pt][font=Times New Roman]ISIRI[/font][/size][font=宋体][size=11pt]）确认的相关标准。伊朗接受的工业标准如下：[/size][/font]

[/font][/size][font=宋体][size=11pt] [/size][/font][size=11pt][font=Times New Roman]3.[/font][/size][font=宋体][size=11pt]欧洲国家标准（[/size][/font][size=11pt][font=Times New Roman]EN[/font][/size][font=宋体][size=11pt]）即任何带此尾标的标准，例如[/size][/font][size=11pt][font=Times New Roman]BSEN, DINEN[/font][/size][font=宋体][size=11pt]和欧盟成员的国家标准；[/size][/font]
[font=宋体][size=11pt] [/size][/font][size=11pt][font=Times New Roman]4.[/font][/size][font=宋体][size=11pt]北美国家标准，包括[/size][/font][size=11pt][font=Times New Roman]ANSI, ASME[/font][/size][font=宋体][size=11pt]和[/size][/font][size=11pt][font=Times New Roman]ASTM;
[/font][/size][font=宋体][size=11pt] [/size][/font][size=11pt][font=Times New Roman]5.[/font][/size][font=宋体][size=11pt]日本标准（[/size][/font][size=11pt][font=Times New Roman]JIS[/font][/size][font=宋体][size=11pt]）[/size][/font][size=11pt][font=Times New Roman]
[/font][/size][font=宋体][size=11pt] 提交进口许可证相应的执行和评估办法由伊朗工业标准协会颁布。伊朗工业标准协会据此制定了具体实施细则，要求进口商持有进口货物“检验合格”（[/size][/font][size=11pt][font=Times New Roman]VOC[/font][/size][font=宋体][size=11pt]）证书。按照伊朗工业标准协会制定的程序，[/size][/font][size=11pt][font=Times New Roman]VOC[/font][/size][font=宋体][size=11pt]证书必须在发货前由国际商检公司（例如[/size][/font][size=11pt][font=Times New Roman]OMIC[/font][/size][font=宋体][size=11pt]、[/size][/font][size=11pt][font=Times New Roman]SGS[/font][/size][font=宋体][size=11pt]、[/size][/font][size=11pt][font=Times New Roman]ITC[/font][/size][font=宋体][size=11pt]等）根据形式发票标明的工业标准号出具，如不能提供相关的证书，货物进口时必须由伊朗国家商检公司（[/size][/font][size=11pt][font=Times New Roman]IEI[/font][/size][font=宋体][size=11pt]）进行检验，要等伊朗国家工业实验室按备案的标准抽样测试合格后方予放行。目前伊朗工业标准协会已为[/size][/font][size=11pt][font=Times New Roman]6500[/font][/size][font=宋体][size=11pt]种进口商品制定了标准，今后还要为[/size][/font][size=11pt][font=Times New Roman]2300[/font][/size][font=宋体][size=11pt]种商品制定新的标准。[/size][/font][size=11pt][font=Times New Roman]
[/font][/size][font=宋体][size=11pt] 由于伊朗不接受我国的标准，中国出口公司发货前不得不与国际商检公司联系，出具符合伊方要求的有关检验证书和测试报告，然后交给买方去办理报关手续，从而增加了成本，延长了周期，对我出口造成较大影响。除此之外，伊朗对我向其出口的其他产品也采用同样政策。[/size][/font][size=11pt][font=Times New Roman]
[/font][/size][font=宋体][size=11pt] 我出口企业要注意上述问题，出口前应采取相应措施，以免发货后出现问题，造成损失。[/size][/font]
